There doesn’t seem to be much in the way of a government here… Fishing fleet captains hold meetings to decide when and where to fish. Each town has a small group that decides on crops and trade. A few rangers patrol the island areas away from towns to look for pirates. There is a Merchant Guild in Chrina, the seaport and capital.
Some years back, a large force of pirates landed on the eastern side of the island to look for slaves. They were met by knights in armor, magicians, clerics, and several companies of bowmen. The pirates lost. Most were killed, a few were able to flee in very badly damaged ships. The pirates who didn’t take part didn’t believe the ones who made it back. They sent a second expedition, it never returned. The pirates rarely come here anymore.
Strangely, there are no keeps nor castles that could have housed such a force of knights, etc. Small groups of pirate ships have attempted to land here since then, and were met with a hail of arrows and damaging magic. Occasionaly one of the pirate ships blows up, very spectacularly. It is some years before they try again.
Pirate ships then tried to attack the fishing fleet. They were met with laughter. Then two of the pirate ships suddenly sank with all hands. The fishing fleet isn’t bothered by the pirates anymore.
